looks like they are just trying to get the point across that their is no dilution going on and the shares that were issued are not allowed to be sold on the open market. If rule 144 is not available Restricted shares cannot be sold to the public. Good news but they already discussed this and people overlooked it like always. Maybe this will clear peoples heads of phony dilution stories.
