The conspiracy behind it is that they are using HARP to alter weather patterns as well as various other nefarious deeds. Some tried to blame the Norway spiral on HARP in an effort to conceal it's true origin.
Some talk of using HARP to trigger earthquakes like the one in Haiti.
Not sure how much stock I'd put in any of it. To me it sounds more like one program conspiracy theorists know about so they pin every mystery on it.
