I'm not that up to date on New York (all the landmarks, train stations, ports, etc.)...but you had me a little confused - first with mention of Penn station and as if "something' was considered certain there, which I don't 'see' confirmation of that yet.

Procedural details include, amongst other things, participating in a sampling program at Grand Central Terminal and Port Authority of New York locations. Winning Brands has already manufactured and paid for 50,000 new “PocketPaks” for this purpose, which Winning Brands holds in inventory. The arrangement would also include the installation of Winning Brands custom display racks for 4-ounce bottles, holding 48-bottles each, in the stores. However, until the arrangements are actually in place, they are still in the realm of being an update on progress only.

The current plan is to have the 4oz display boxes located at the checkout lines in those stores – probably approximately 100 for starters. [does that include a display rack or just on the counter? - per some images of stores, looks like on counter imo, little room for display racks there imo]

But something of advertising/marketing is likely to be included in some agreed to capacity imo.
Completely restored back to it's 1913 splendor, Grand Central has become a midtown destination for five exquisite restaurants and cocktail lounges, 20 casual international eateries in the lower level Dining Concourse, gourmet foods from the Grand Central Market and the 50 unique specialty shops throughout the concourses, all in to addition to transportation.

Throughout the year, Vanderbilt Hall, the Terminal's 12,000 square foot former Main Waiting Room, is the site for ongoing free promotions and entertainment ranging from tennis exhibits to the annual Holiday Fair which brings 72 craftsmen, artisans and international importers to the Terminal selling an outstanding array of merchandise for holiday gifts.
