Yes; but they'd have to go short to sell you shares if the entire float was held and not being sold- that wouldn't be able to continue forever, there will always be someone selling, no matter how tightly held the float is. If everyone stopped selling altogether it would be bad sooner or later.

For the supply and demand principal to function- even with very very high demand - there must be supply as well. Get it?...
