Interesting find, lx2a. On a positive note, the article mentions that revoking licenses may be difficult (from MarketWatch). Do we know for sure that vper was granted 2G licenses in 2008? Will probably take awhile to get this implemented and what about current subscriber? Probably too messy to actually be enforced IMO:

A government auditor earlier this week said that 2G licenses granted two years ago may have cost the government as much as $40 billion in lost revenue from the sale.

Meanwhile, India’s telecommunications industry regulator on Thursday wrote to the government, recommending immediate cancellation of some licenses issued in 2008. The Telecom Regulatory Authority of India asked the government to cancel 38 licenses awarded in 2008, in addition to legal scrutiny of 31 other licenses, according to The Times of India.

However, some analysts said the cancellation of licenses could be difficult to implement.

“Although the final decision [on cancellation] is with Department of Telecommunications, we believe withdrawal of all the licenses could be difficult, as it raises the question of what happens to acquired subscribers. We believe a more realistic outcome would be fines, giving operators more time to meet roll-out obligations,” said Goldman Sachs analysts in a note to clients.

“We believe news related to potential cancellation of licenses is relatively better for incumbent operators like [Bharti Airtel/Idea Cellular], given no new competition. However, operators like [Tata] DoCoMo can emerge stronger,” the brokerage.
