elek - RS may be the only composite pole maker that is very active with transmission size poles while there are others that cater to distribution size poles
could be they are trying to go for the first entry advantage

their first PRs said they made them all & just used the top piece(s) for shorter poles...or something like that

also, I don't think the push/deadline for manditory pole replacement has hit very hard yet but there is quite a bit of activity in firming up the transmissison grid
