It's not that you can't get past it; it's what they call a 'sticky note'. The moderator can select a message that get's 'stuck' at the top of the list. Doesn't prevent you from reading new messages--they will all be below the 'sticky note'. It's intended to highlight a particular post whether you are a regular reader or an infrequent reader (where an 'important' message that is old could get buried.)
I thought fiftycentman's post warranted that place of distinction for a while.
