we are all speculators (prospectors, if you will); so let"s speculate. maybe hesg officials were waiting on some positive vote results in cali, ariz and others. they gave up partnering in dispensary interests previously. possibly they want into the unregulated almost non -existent "management", property or business, role in the dispensary market and ariz and outskirted areas of california would provide a bonanza of untapped market.
