Not to be a thorn in anyones side but remember one thing that is probably happening is that yes they are removing the restricted shares but they are also increasing the float at the same time.
Now I am a shareholder in the company also like many of you are but you have to look at this as one thing,

The smart move for ICOA is to sell (dilute if you may) shares into the trading arena. This way they have some cash on hand to move forward in their JV agreements and acquisations. Also sell less then what is being removed via restricted shares, thus lowering the overall O/S. which for the shareholders is where we get our value.

I hope people were not thinking they were just going to cancel 4.5 billion shares,

Now I could be 100% wrong on this but when I look at it from ICOA's point of view that is the only logical move they have.
