Only because the company called every store....Lets put it this way...If you owned a Local business and a emerging company called your store asking if you wanted to except brochures...would you not, out of sympathy, just say "Ok, I will take some"...? If your answer is "No, I'd simply decline and say no thanks"....then you are not like most business owners...A company giving out free brochures will be excepted by most and once received...probably discarded by some...
I bet if Winning Brands called those exact same stores asking them if the wanted to reorder a second 12 pack...most would of declined that....you know why...cause it would of cost them money if they did not sell....excepting brochures is the easy part...it's easier to say "Yes, I will take brochures" than it is to say "No, I don't want them"....because saying yes, you can hang up the phone...saying no...you may pro-long the conversation due to the company potentially trying to discuss a product that isn't selling in the first place(at a particular store)
