Doesn't really matter that much. The withdrawing & refiling of ANDAs is not a public process unless the sponsor wants it to be. It's entirely possible that has happened. They don't exactly change the formulation, anyhow. They start with heparin and depolymerize it under various conditions. They change the process. They might be able to do that by amending an existing ANDA. But again, it does not really matter.
