Well not shoes...but I was a corp buyer and bought 10's of thousand of containers of furniture, hardware items, tools, soft good and electronics...so I assume I qualify as someone whom would carry some kind of expertise as to how goods are imported into this country.

But you are right...never order 50,000 pairs of shoes from Mexico.

I really cannot make a definite answer, but I was able to find this:

Import to the U.S. from Mexico.

The duty that the Mexican customs authority will determine (and charge) is figured by applying the corresponding tariff to the CIF (cost of the product + insurance + freight) value of the product. As well there will be a customs processing fee of 8/10th of 1% of the assessed CIF value. Also, there is an Added Value Tax (IVA) on goods and services sold in Mexico (see IVA elsewhere on this site).
