You are absolutely right! It will be regulated just like alcohol and sales to the public will only be permitted to those who are authorized to sell to the public. Medical dispensaries are authorized to sell for medical purposes only. And I don't think once this passes, if, that it will take Cali to long to get this going, I really don't. They have been and still are gearing up for the passing of P-19!
