mikeo56, let's face this from a strategic perspective:
We have a company that is awaiting a permit for the first P2O processor. Would it be an intelligent strategic move to build and complete the second and third processor in anticipation of the official permit? (How excited the DEC seems to be, doesn't matter. They still have the verdict of permitting or not.)

By assembling the processors, the company would act as if the DEC doesn't have an alternative than simply hand over the permit. The DEC, theoretically has the opportunity to demand some tweaking or altering of the processor; I think it would not be appropriate not to wait on their decision.
Just my 2 cents.

Friend of a friend visited recently. Those 2 processors are nearing completion....So there will soon be 3 running at the NY facility.......and there's some planned for the blending site...don't know what the status of those is......z
