The report you used written by Robert A. Levich contains pictures of the Offin River from 1963. People have already objected to material from 2007 because they claimed it was old stuff.

Why would Robert use pictures from 1963 ?

Possible reasons
A. he's never been there
B. he's trying to scam people.
C. because this is the Offin River today.
