aleph0, it is also a windfall for state tax authorities. In California, for instance, you pay the sales tax (8.25%) on the full cash register amount and there is no rebate on the tax. Some companies make very heavy use of rebates (to the point where that is the real price of the product, like TurboTax which gives rebates on everything). The tax collector gets to laugh all the way to the bank!
