Annuities usually have a 5/7 year surrender period with penalties. Vanguard likely has the lowest fees; others like Franklin/Putnam are higher. Many years ago, I got paid 5K on a 100K sale AND my employer made a profit AND so did the issuer. A good bond fund is more liquid and yields far more than treasuries. Check morningstar's ratings.
