I figure we should tax shorter's profits 100% to do those good tasks.

Everyone wins - the shorters satisfy their pecuniary urges and mankind benefits - the shorters to believe the word around here are filthy rich to begin with and don't need more. They should turn their attention to more fruitful activities.
