In the past i believe that pinkee can do what ever they want , BUT!..GBOE is no longer a pinkee, and if that being the case i read before that a company cannot submit an RS unless it is over a $5.00 dollar stock.. anyone that has knowledge of this rule please fill us in, i dont have specifics sorry, TIA
