According to DEC several pre-application meetings have been held so that suggests to me that the submission of the application has to be getting close.
Taking the time to have the meetings up front saves a lot of back and forth after the app is submitted that has to done in a more formal manner, letters and the like. DEC says that they prefer to do the meetings prior as it saves everyone a lot of grief.
Better to take the time to do right the first time.
So you are saying they just had to sit around and not work on any aspect of the application until the stack test was performed?? Have you read the application??
