The way it has been explained to me is that in pinks, there are no rules. If you watch L2 once the market closes you will see some MM's pull completely off the list. The BID and ASK displayed means nothing until you are within minutes of the open each day and at the close of each day. Form T trades after hours can affect the PPS though. So, if you start watching L2 in the morning, you will notice that typically within a few minutes of the open, the BID and ASK come back to the values at the close of the previous day unless there is after hours trading or heavy BUY/SELL orders coming into the open. So, to sum it up, the BID and ASK after close and within minutes of the open mean nothing in most cases.
