Yeah, I was torn on those, but I view them as "almost-here it is" PRs. With WebMD, I think "here it is" means that EPGL's articles and web link can currently be found on WebMD (which I assume they would PR). With the Marines, I think that a PR detailing the financial details and payment schedule from the USMC to EPGL would be more "here it is." I agree with you, though, because these two agreements are in the can, according to those PRs.
