Dear Mr. G*****:



Thank you for contacting me about internet gambling regulation. I appreciate hearing your thoughts on this issue and share your concerns.



In 2006 Congress passed a law to prohibit U.S. financial institutions from handling payments for unlawful internet gambling. Yet, as traditional forms of legalized gambling still exist in nearly every state and in other nations, the 2006 law merely limits where Americans choose to gamble and leaves them without meaningful consumer protections for internet gambling. In addition, both the legislation and its corresponding federal regulations fail to define "unlawful internet gambling," leaving banks to interpret this term and turning them into de facto regulators.



Introduced by Rep. Barney Frank, H.R. 2267 - the Internet Gambling Regulation, Consumer Protection, and Enforcement Act - would establish a framework to license and regulate internet gambling to allow Americans to lawfully bet online. Internet gambling operators would be required to maintain effective protections against underage gambling, compulsive gambling, money laundering and fraud, and enforce prohibitions and restrictions on types of gambling prohibited by states and Indian tribes. I am an original cosponsor of H.R. 2267.



In July, the House Financial Services Committee, of which I am a member, considered H.R. 2267 and ordered the bill to be reported by a vote of 41-22. I voted in support of this legislation in committee. The bill was also referred to the House Judiciary Committee and the House Energy and Commerce Committee where it is awaiting action. Rest assured that I will have your views in mind as this bill moves through the legislative process.
