Got it, so they didn't file the shelf registration "as a result" of not getting the grant, but several months prior to knowing the results of the grant. And since they would have no way of knowing if the grant was approved or denied when they filed, they were committed to the SS deal regardless of the grant status. That's where the timeline didn't make sense to me.
Thanks also for correcting a previous inaccurate thread regarding publishing in a peer review journal vs. presenting findings at a conference.
