Reading the PR and what vulcan has been told(between the lines) it tells that they're not after another R/S and the O/S is not part of the float...

Didn't the just complete their R/S in June? That's one of the reasons ICOA has generated some interest at the 2's. This was trading much higher immediately after their RS. Very little sell volume brought this down to the 2's. Dilution would have resulted in noticeably more volume on the way down, no?

Also, didn't CEO indicate they have sufficient funds for ongoing operations and they did not have to dilute?
