The common misconception is that the shares convert to free trading automatically. This is not true, you must call your broker and ask for them to be converted to free trading (they will charge you a fee to do this) So basically unless the current SP of the stock is much greater than the fee you'll have to pay to convert them it isn't worth making them free trading.

The restriction stipulates when the stocks may be converted to free trading, not that they will automatically become free trading after one year.
