A very near term decision on the permit has pretty much been guaranteed by the Sept. 20th date for deliberations. If you believe that the permit will be granted, most likely you realize this is probably your last opportunity to get cheap shares. With the release of this deliberation date I expect to see volume pick up. I don't think it's confidence, but rather an opportunity to jump in before news hits.
