First off, shorting is done to make a market (for liquidity reasons). As far as "abusive" shorting, I still don't think it's occurring, whether it's being done by unscrupulous individuals on OR off shore.

Secondly, data shows FFGO isn't being naked shorted...period. Also,the rule changes you're referring to will have little to no impact on stocks such as FFGO. However, it's important to note the SEC is strongly considering changing how directors would implement changes (such as adding to the share count, implementing a reverse split, adding or removing directors), affecting every stock issuing company from blue chips to sub-penny stocks (such as FFGO).

Directors would have to consent to a majority vote in order to make the changes. This effectively closes a major loophole, a loophole that has been abusived profusely by many questionable penny stock/sub-penny stock "companies" such as FFGO, etc.
