hittmer: Legislation that makes it "not profitable" for RBOC's to spend the money on residential because of ILEC's ability to use their lines at a loss for the RBOC's is what will hold it up in the US. It may take a while before the RBOC's can get it worked out to be profitable for them. This probably will take some governmental changes.
