It's when an investor waits until 3:59 to buy shares a point above the current price to keep the price from dropping. Haven't you noticed how the price will be 3 all day long but close at 4?
In my opinion it just fuels shorters and flippers by erroneously raising the price per share and only temporarily at best. But then I suppose the shorters and flippers could fuel each other indefinitely. It's just a thought.
