there is nothing as plain english here :-) the OS reduction is great but in the mean time the restriced also is reduced. Some number games are being worked out at th top level for the coming events.
Without official word it's hard to say. But perhaps one of the upcoming mergers we know about has been completed. We know shares were going to be part of the deal, so my guess would be that shares have been transferred to one of the merger candidates and we should be receiving official word any time now.
This is by no means fact, it's just a guess on my part.
