I get what your saying. The O/S changing doesn't make any sense. I was more alarmed by the restricted number though.

it means some outstanding (apparently, restricted) were canceled due to some change in the merger(s).
also, the shares that came off restriction may appear as restricted again once the deal is done.
all for all, the deal already is or being closed as we speak.
