I do not think it is but no way for sure.
They have posted the 10q and if it is the SEC sure will track it down.
Looks more like they are raising to much capital to me.
I have talked to the ir and he says they will be soon but that has been two weeks.
It sucks down but not much we can do but sell or wait and I prefer to hold then sell myself.

last i checked no one even had an address for the SC plant.
