There are no market makers quoting CLDR (i.e no MMs are "making a market" in the stock). They post only unsolicited customer orders. You can't blame the MMs for manipulation on this issue.
The SEC says this regarding requirements to be quoted by market makers:
In general, broker-dealers seeking to commence quotations in Pink Sheets and OTC Bulletin Board securities must demonstrate that they have gathered accurate and current information about an issuer through their disclosures on Form 211, which is filed with and reviewed by FINRA, and by complying with SEC Rule 15c2-11 and equivalent FINRA rules
Has CLDR filed Form 211 with FINRA? Is it complying with SEC Rule 15c2-11 and equivalent FINRA rules?
If so, it should be able to be quoted by one or more market makers.
Perhaps this is something to ask the CEO. Why doesn't CLDR have any market makers quoting the stock?
