might not seem fair but in the world of penny stocks it's not really that surprising.

And I'm sure if they could, they would make it happen and be in Walmart and other stores. But with their debt, expenses, dilution, etc., there could have been some negative developments that prevented them from getting it done.
Example, say Walmart wanted a guarantee of so many units of inventory for all their stores but Zevotek simply does not have the funds to produce that.
That's the kind of unforeseen stuff that can be a deal breaker.

All of the above is what-if scenarios, just to be clear.
