I believe that's more designed towards repeat 'offenders' of r/s's, but yes, it would stall the symbol change a bit. However, LTCI may have been applied for long ago but because no change in LTC has happened yet, neither has a need for the new symbol came into play.

I may be wrong, but I believe a symbol can be reserved. HMGP did it with HOSS, or so KAA said he did.
