Yea, i did forget the foreign entities. Though in germany shorting has been banned, or is naked shorting, regardless I wish the SEC would come back and ban it entirely to some extent. I do like how scottrade limits or totally makes it difficult to short a stock unless you have tons of cash on hand.

I never have understood why foreign shorters are allowed. It seems like we could have better business and trade protections in place as a nation.
