I dont think so. Last time when the 1.5billion was announced, there was speculation before which maybe caused it to dip some, but then when the pdf actually came out, the price dipped hard from the 005-006 level to high 003s-004.
id hope it wasnt another increase, but one guess as to why it could be, is in the financials from this part:
"9. Any past, pending or anticipated stock split, stock dividend, recapitalization, merger, acquisition, spin-off, or
reorganization: A Private Placement Memorandum is being authored for a total capital raise, including commissions of six
million, five hundred thousand ($6,500,000) as Series C Preferred. Management may request an increase in the
authorized common stock. The Board of Directors has agreed to address this decision by September 2010"
and yea mustspeakup- itd be kinda shady if this was a significant amendment, and they didnt mention anything of it at the open house, even though it happened as of 8/19
