This is pure nonsense.

The float turned over almost completely in the 0.0004-0.001 range over the last few months.

Hence the "majority of current investors", hold shares at < 0.001. More importantly, these shares are OUT of the float currently, as you can see cheap shares can no longer be purchased.

The bad traders who made bad bets on bad timing last year are all gone, took their tax losses and either learned, or didn't learn a lesson on timing.

IMO half a cent is too early to start selling, for those that plan on selling, but GLTA!!!
