WTH are you talking about? Rules (golf)aren't made because players cheat. They are made to handle situations that come up during the course of play to make the game FAIR for all who play it. The reputation of golf players, professional and amateur alike is well known that they are the most honest in any sport, calling penalties on themselves at times that no one else even saw the violation.
This game teaches young players a lot about life, self respect, dignity, how to handle failure and success, and so much more. I know it did for me growing up playing it from age 11.
You either don't play the game or are such an infrequent hack that you relate it to all the other sports where the attitude is to try to get away with anything and everything you can to gain an advantage.
In golf, you are penalized for breaking a rule. If you cheat, you are disqualified and dismissed from the tour. Period.
