This happens all the time in the entertainment business

"Ne-Yo is one of today's biggest stars and we're thrilled to move from discussion phase to contract phase with the short-form agreement," states Dibiase. "We expect turnover for signature expeditiously."

They probably agreed over the phone said something along the lines of we agree to all terms lets do this. Then the contract was probably fedexed overnight "expeditiously" to NE-Yo's manager and laywer. Once received they sign the contract and fedex it back ENTI offices "turn over."

these are just terms from my experiences being a bookkeeper for a record label that grosses a couple million dollars a year. I agree with you that it has been agreed upon just not fully executed. When this happens enti will release a PR saying they have it.
