Why keep speculating:

The filing says "Dr. Tran resigned for personal reasons and not as a result of any disagreement with the Company on any matter relating to the Company's operations, policies or practices. "

So, he left because of personal reasons, nothing related to the Company's operations. He probably have tons of un-used vacation days which allow him to leave with 1 day notice - who knows.

But no way this is related to SA or the IND.

Let's not forget the apnea trial was actually stopped for some time because of this lack of money, enrollment delayed to save money... their CRO showed this flexibility to help out Cortex... to get paid later.
