I had an order yesterday for AON at .0009. It didn't go through after 15 minutes waiting. I canceled and removed the AON and it went through in 4 minutes. Seems to be just a bunch of small orders at the ask :)

orders at 13 should go fairly quickly with ETMM on the ask which majority of the time is retail selling.
