Um...I didn't say that. Some on here are suggesting that there are 52 billion shares restricted or unregistered.
The float says otherwise, since it is virtually equal to the O/S.
If they were issued under and exemption from registration, then guess what?
DUH...they can be sold and are part of the float.
Three terms for you to look up...restricted shares, unregistered shares, and EXEMPTION. LOL
You, and several others here (usually trying to pass of a ridiculous NSS theory using false info) are the ones confused.
