You have obviously never been near any of the flood channels in LA. They all stink and are all full of algae ,bacteria, shopping carts, cars...the list goes on and on. I am sure there are a few dead bodies in them somewhere. I doubt hazmat would even listen to a complaint about algae pouring into the channel. Every street in the county drain into those channels. Try again please
