If it is your understanding that the reviewer did not look at the file until late June and/or that he was not able to review anything in the file because of the request for one or two files to be resent, then it is clear that you have misunderstood the issues that arose in the beginning of July.

The reviewer has on his desk and on his computer an approx. 1,200 page application package including numerous files, in Word form, image files, spreadsheets, etc. We know from the reports of the back and forth between Dean and the reviewer beginning at the very latest in late April, that the reviewer was looking at the application and was able to view the application and ask little nits about it all the way back then. We know that at some point, in late June or early July, the reviewer identified one or two image files that he was not able to open, which further supports that he was actively engaged in reviewing the full application, and just came across one or two files that would not open on his computer, most likely because of run of the mill gov't IT issues. We know that Dean immediately responded not only with those couple of new image files, but also another full application annotated because Dean recognized a trend in questions from the reviewer (which further supports that the reviewer was fully engaged in reviewing the application, asking questions about it, and therefore, fully capable of viewing the application save for a couple of image files).

Let's not overstate the drama here. This is a typical agency review, with typical agency delays, and all evidence indicates we are very close to the end of this typical agonizing agency review process.
