The provisions of this Article One shall apply only to OTCQX.

OTCQX is not a stock exchange, stock market or regulated market. Pink Sheets
is not a securities regulator or self-regulatory organization. These Rules have
not been reviewed by the U.S. Securities and Exchange Commission or any
state securities commissioner, although Pink Sheets as a matter of policy
welcomes comments and suggestions from these and other regulators. The
success of OTCQX depends on the social contract that exists among people of
good will – in this case, OTCQX issuers and their advisors – to maintain the
integrity of the market it represents, rather than the sword of regulatory power.

So basically, companies here are on the honor system. How impressive and reassuring for an investor.
