Im sure I'm not the guy to answer this but just from a very simplified perspective, PUDA has a lower p/e and less O/Ss.

If you start playing with the searches available here, you will see PUDA ranks near the top on more than one.

LLEN just filed an NT 10-K, so I would prefer PUDA at this time.

That is a plausible reason, however those delays are not very popular these days.
