Production setup can cost a whole lot of money. If he wants to get into production in the next 3 or 4 weeks, it's gonna cost more: shorter preperation time costs more than doing it slow, but slow costs future profits and impedes the rise in the pps. Plus it costs a bit to keep the office open on a daily basis.
I rekon all the money is being well spent in all the right places. Keep the faith.
