All it means is they went on a website and completed a form or two like 17000 other people with an idea to assist. That would be considered reaching out in my opinion. the response time is 3 days to three weeks to get and email thanking them for their suggestion and that BP will actively review each input. and a few more lines. you or anyone can go online and do it give it a try REACH out to BP!
